The Verkhovna Rada of Ukraine is the sole legislative body of the country, playing a key role in shaping state policy and the legal system.
It consists of 450 people’s deputies elected by citizens for a five-year term in accordance with the Constitution. The Council’s activities are aimed at developing, adopting and monitoring the implementation of laws, ensuring the stability of state institutions and supporting the constitutional order. Its powers include amending the Basic Law, approving the state budget, adopting socio-economic development programmes and monitoring the activities of the executive authorities.
The Rada works in a session format, which involves regular meetings during which deputies consider draft laws, resolutions and other normative acts. For more effective work, specialised committees have been formed to prepare legislative initiatives in various areas, including the economy, social policy, foreign affairs, education, health care and national security. The committees play an important role in reviewing draft laws, analysing them and preparing them for consideration at plenary sessions.
The Verkhovna Rada also exercises parliamentary control over the activities of the government, ministries and state bodies. Deputies have the right to hear reports from the heads of the executive branch, initiate investigations, approve appointments to key government positions and form temporary commissions to analyse the activities of individual bodies. This function ensures a balance between the legislative and executive branches of government and prevents abuse.
In addition, the Rada is an important platform for political dialogue and representing the interests of citizens. Through a system of factions, inter-factional associations and deputy groups, it coordinates positions, discusses issues of public importance and makes decisions that reflect the diversity of opinions in society. Thus, the Verkhovna Rada of Ukraine combines legislative, supervisory and representative functions, ensuring the stability and development of state institutions and the country’s legal framework.
We recall that in August 2025, Andriy Parubiy, who was the speaker of the Verkhovna Rada after the Revolution of Dignity, was shot dead in Lviv.
