    On the night of 30 November, the enemy launched another missile strike on the residential and industrial sectors of Vyshgorod.

    Currently, 146 people have been evacuated from the high-rise building. As a result of the strike, one person was killed and six were injured. This was reported by the press service of the State Emergency Service.

    Firefighting operations are ongoing. More than 90 rescuers and 18 pieces of equipment are working at the scene.

    Local residents are receiving psychological assistance and support from the Red Cross Society.

    The attack caused a fire and partial destruction in the high-rise building: the flames engulfed apartments from the 1st to the 6th floor of the nine-storey building.

    Ukrainian President Volodymyr Zelensky commented on the brutal attack by the Russians. He said that Russia had attacked the city with drones. As a result of the shelling by Russian troops, a large number of residential buildings were damaged. As of now, it is known that there are casualties: 19 people were wounded, including children.

    ‘One person lost their life in this attack. My condolences to their family and friends. There are wounded in the Dnipropetrovsk and Kharkiv regions. They also hit the Odesa, Sumy and Kherson regions. In total, there were 122 strike drones and two ballistic missiles overnight,’ he said.

    Such attacks occur daily. This week alone, the Russians have used nearly 1,400 strike drones, 1,100 guided aerial bombs, and 66 missiles against Ukrainians. According to the politician, this is why Ukraine’s resilience must be strengthened every day. Missiles and air defence systems are necessary, and it is also necessary to actively work with partners for peace. Real, reliable solutions are needed to help end the war.

    According to current information, six residents of the Desnianskyi district of Kyiv have been killed. The search and rescue operation in the building is ongoing.

    The strike hit a five-story building, where the blast wave damaged the floors, destroyed apartments on several levels, and caused local fires. Rescue units arrived within minutes, beginning the evacuation of residents, searching for people under the rubble, and extinguishing fires. Medical personnel provided assistance directly at the building, as the number of injured increased with the discovery of the extent of the damage.

    In neighbouring buildings, the blast wave knocked out windows and damaged balconies and utilities. Residents of the area were frightened by the renewed shelling, but the quick work of the rescue workers prevented further casualties. State Emergency Service specialists conducted an initial inspection of the structures, identifying areas where there was a risk of further collapse. The local area was cordoned off, and residents of the most affected buildings were temporarily relocated to accommodation centres. Utility crews began to close damaged window openings, cover the roof, restore damaged networks and stabilise life support systems.

    Other services were also working in parallel. Law enforcement officers secured the perimeter to prevent people from entering dangerous areas and to control the operation of equipment. Specialists took photographs and collected data on the nature of the damage for further examination and possible compensation. Psychologists also arrived in the area to provide assistance to those who had experienced severe emotional stress, especially elderly people and families with children who were at home during the explosion.

    The authorities have announced that a decision on the possibility of rebuilding the building will be made after a detailed survey has been completed. According to preliminary conclusions, the damage is significant, but some of the structures can be reinforced.

    Residents are promised assistance and compensation programmes, as well as help with temporary accommodation until the restoration work is completed. Emergency services continue to work at the site of the shelling, dismantling dangerous fragments, removing destroyed materials and preparing the building for further action.

    This attack is yet another reminder of how much Kyiv remains in a high-risk zone today. Air defence operations save a significant number of people every day, but some strikes still cause damage to residential areas.

    Despite the fear they have experienced, residents of the area are trying to support each other, helping rescuers, passing on information about missing neighbours, and bringing water and essential items to those who did not have time to take anything from their homes. Although the consequences of the shelling are still being dealt with, the city continues to live and strengthen its security systems to counter such threats in the future.

    According to Clear Energy management, Russian drones struck a biomass-fired combined heat and power plant located in the Chernihiv region. The attack caused serious damage to the plant, affecting its operations and damaging critical infrastructure. However, the plant’s personnel remained unharmed.

    On the night of 9 November, three drones struck one of the main biomass CHP plants. The plant, commissioned in 2016, was the first large thermal power plant of its kind in Ukraine. The attack disrupted power generation and damaged equipment and critical engineering facilities at the plant. This was reported by Andriy Hrynenko, one of the co-founders of Clear Energy LLC, registered in Koryukivka, on his Facebook page.

    This is the first large-scale biomass plant in Ukraine, demonstrating the possibility of energy independence through local resources. The company has also developed a network of biomass and biogas facilities in various regions of the country and cooperates with foreign partners to develop alternative energy.

    Potential consequences for the power system

    Damage to the station could have serious consequences for the power system: firstly, a reduction in electricity generation in the region, which creates an additional load on other stations; secondly, the risk of disruption to heat supply for local consumers, especially in winter; thirdly, a lengthy restoration process due to the need to repair and replace damaged equipment.

    Company founder Andriy Hrynenko noted that the station was shut down after the attack to assess the damage and carry out repairs. The staff are safe, and work is currently underway to determine the extent of the damage. To reduce risks in the future, additional security measures and backup power generation systems are planned to be implemented.

    The attack on the Clear Energy thermal power plant demonstrates how vulnerable energy infrastructure is during military operations. Although there were no casualties, the destruction of the facility puts significant pressure on the region’s power grid and heat supply.

    Energy experts emphasise that such attacks are not accidental and require clear protective measures and rapid infrastructure restoration to ensure the stability of energy supplies.

    Deferment from mobilisation continues to be granted to men who are fit for military service. Seven categories of men are eligible for deferment on family grounds. Law No. 3543 ‘On Mobilisation’ contains a list of those who are not subject to compulsory conscription. This is stated in Article 23 of the draft law.

    From 1 November, mobilisation will not apply to all men who are fit for service. Now you need to submit documents to the Administrative Services Centre.

    Mobilisation 2025 and deferral from mobilisation for family reasons:

    • raising an orphan as a foster parent;
    • having three or more minor children (the father may not live with the mother, but must not have any alimony debts);
    • parents of children whose mother serves in the Armed Forces of Ukraine;
    • having a child under the age of 18 with any disability group, a seriously ill child, or an adult with disability group 1 or 2;
    • having relatives who have died or gone missing due to hostilities;
    • raising a child as a single parent;
    • caring for a seriously ill relative, spouse, or parents with a disability of group 1 or 2.

    Deferment from mobilisation is also possible for other categories, in particular for caring for parents, parents with many children, etc.

    What is mobilisation

    Mobilisation in Ukraine has been ongoing since 2022 due to the introduction of martial law. Mobilisation is a process that ensures the recruitment and readiness of forces, means, resources and internal reserves to solve a specific important task or carry out a mass campaign.

    Article 65 of the Constitution stipulates that the defence of the Fatherland, independence and territorial integrity of Ukraine is the duty of Ukrainian citizens. Citizens perform military service in accordance with legislative norms. At the same time, certain law enforcement agencies and eligible citizens are granted deferrals, so the mobilisation process in Ukraine does not apply to everyone.

    It should be noted that, as volunteer Maria Berlinska has stated, the mobilisation of women will still take place in the future, as the ongoing war with Russia is depleting Ukraine’s human resources.

    Russian troops continue to steadily attack Ukraine’s civilian infrastructure. On 30 October, towns and villages in the Kyiv region came under attack. Details were reported on Telegram by Mykola Kalashnyk, head of the Kyiv Military Administration.

    A 36-year-old woman was injured in the attack in Boryspil. She was hospitalised with thermal burns to her face and hands, and cuts to her forearms and lower legs.

    A fire was reported in a private house in the city. As a result of the attack, the windows of two multi-storey residential buildings and private houses were damaged, two cars were destroyed and four were damaged.

    Thanks to the coordinated work at the administrative borders of the region, six dozen enemy drones were destroyed.

    In total, seven private houses and a company building were damaged in the Boryspil district, and windows were broken in three high-rise buildings. Eight buses and nine cars were also damaged, and two cars were destroyed.

    In the Bila Tserkva district, one private house was damaged by the Russian strike.

    The head of the Ivano-Frankivsk Regional Military Administration reported on Facebook that at dawn, the enemy launched a massive strike on critical infrastructure in the Carpathian region.

    The city of Burshtyn suffered perhaps the most severe attack. After the air raid sirens sounded in other regions, Russian invaders launched drones again at this location.

    Currently, two households are known to have suffered minor damage. Due to the massive attack, emergency power cuts have been introduced.

    In the Cherkasy region, according to the State Emergency Service, Russian aggression caused a fire on a farm. The fire engulfed 1,200 square metres of roofing. One animal died. There were no casualties among the population.

    In Zaporizhzhia, a hit on a dormitory was recorded. The enemy attacked the city with rockets and drones for several hours.

    Eleven people were injured, including six children under the age of six.

    A dormitory, high-rise buildings, and other private houses were destroyed, and infrastructure facilities were damaged.

As a result of falling debris, three multi-storey buildings and four private houses, nine vehicles, a garage, a farm building and a commercial establishment were damaged. Two people were injured: a 47-year-old woman suffered an arm injury and a 56-year-old woman suffered a shoulder abrasion.

    In the Fastiv district, a residential building and an administrative building were damaged. Four men suffered bruises and abrasions.

    In the Brovary district, two private houses were damaged.

    In the Bucha district, three private houses, a garage and three vehicles were destroyed as a result of the Russian attack. In addition, three private houses and five multi-storey buildings were damaged, as well as 78 cars. A total of 11 people were injured. In addition, a 64-year-old woman suffered a leg injury. The victims received medical assistance on the spot.

    There were no casualties or injuries among civilians. However, the company has suffered significant losses again.

    In total, dozens of facilities in various regions of Ukraine have been destroyed. Experts estimate that the total damage to the Epicentre group of companies caused by military aggression has already exceeded $1 billion.

    ‘The enemy is deliberately destroying businesses,’ the post says.

    The State Emergency Service of Ukraine reported on Telegram that the attack took place in the Fastiv district. Firefighting operations are currently underway in a warehouse building following the attack by a Russian UAV. Significant forces and equipment are involved in the work.

    As noted by rescuers, extinguishing the fire is difficult due to the dense loading of warehouses. It is for this reason that volunteer fire brigades were called in for support. Representatives of the Ukrainian Red Cross and auxiliary equipment are working on site.
