Pension certificate: what benefits does the document provide to Ukrainians

A pension card in Ukraine confirms the status of a pensioner and entitles the holder to state benefits and discounts. The average pension in Ukraine as of July 2025 is 6,410 UAH.

The ratio of the average pension to the average salary in Ukraine lags significantly behind the European level, where this indicator averages 58%.

Free travel

On urban public transport – buses, trolleybuses, trams (except for the metro, taxis and minibuses).

On suburban trains throughout the Ukrzaliznytsia network.

Free parking

Pensioners have the right to leave their cars in paid parking spaces without paying.

Primary legal aid

The benefit applies if the pension amount is less than 4,722 hryvnias or 6,056 hryvnias (in case of disability).

Consultations on inheritance, housing rights and social protection issues, resolution of issues related to pension calculation.

Secondary legal aid is provided to pensioners with small pensions, including the preparation of documents and representation in court.

Subsidy for utility bills

The amount of the subsidy depends on the household income and the cost of services.

If the cost of utility bills exceeds 15% of monthly income, a subsidy can be applied for.

For rural residents who worked in the fields of culture, medicine or education before retirement and continue to live in rural areas, a 100% discount is provided for housing and utility services and the purchase of solid and liquid fuel for stoves and liquefied gas.

To receive the benefit, you must have at least three years of relevant work experience and, at the time of retirement, be working in a position that entitles you to benefits.

Exemption from land tax

The exemption applies to owners of land plots with an area not exceeding:

• 0.01 hectares – for the construction of individual garages
• up to 2 hectares – for personal farming
• up to 0.10 hectares – for individual cottage construction
• up to 0.12 hectares – for gardening up to 0.25 hectares – for the construction and maintenance of housing and farm buildings in villages up to 0.15 hectares – for the construction and maintenance of residential buildings and farm buildings in urban-type settlements
• up to 0.10 hectares – for the construction and maintenance of residential buildings and farm buildings in cities
