The mayor of the capital, Vitali Klitschko, said that active connection of houses to the central heating system is continuing in Kyiv. As of early November, almost 90% of residential buildings had already received heat, and energy workers continue to work around the clock to restore networks after enemy shelling.
The mayor emphasised on his Telegram channel that the process of supplying heat is ongoing and that utility services are doing everything possible to connect the remaining buildings as soon as possible. About nine out of ten high-rise buildings managed by utility companies have already received heat, but technical problems are still being resolved in some areas of the city.
According to Klitschko, the difficulties are related to the fact that some sections of the heating networks were damaged as a result of Russian shelling. Kyivteploenergo employees are working around the clock to repair the damage, replace pipes and adjust equipment so that all residents of the capital can feel the warmth in their homes as soon as possible.
The heating season in Kyiv officially began on 29 October. Traditionally, social facilities such as kindergartens, schools, hospitals, clinics and nursing homes are the first to be connected to the heating system. After that, heat is supplied to the residential sector. This algorithm makes it possible to avoid overloading the networks and at the same time check their technical condition during a gradual start-up.
Klitschko stressed that the city authorities are actively implementing a distributed cogeneration system, a modern technology that allows the simultaneous production of heat and electricity. This winter, it is planned to launch cogeneration plants that will be able to generate about 100 megawatts of electricity. This will not only increase the capital’s energy security but also ensure the stable operation of critical infrastructure facilities, even in the event of possible damage to key energy hubs.
In the current conditions of war, when the enemy regularly attacks energy facilities throughout Ukraine, such decisions are of strategic importance. They contribute to increasing the capital’s autonomy, allow for a rapid response to emergencies and minimise risks to the population.
The mayor thanked Kyiv’s energy workers, utility workers, repair crews, and all the specialists who work tirelessly to ensure the stable operation of the city’s networks. Thanks to their professionalism and dedication, Kyiv is confidently entering the winter season with adequate reserves and a plan of action in case of emergencies.
Klitschko noted that preparations for the heating season began back in the summer. Specialists carried out preventive repairs of boiler rooms and heating stations, replaced old pipelines, updated fittings, and installed new automation systems and meters. It is thanks to this planned work that the city was able to start supplying heat faster and avoid large-scale accidents in the first days of the season.

In addition, energy conservation and heating station modernisation projects are being implemented in the capital. Individual heat supply control systems have been installed at many facilities, allowing residents to independently control the temperature in their homes. This not only increases comfort but also reduces energy consumption, which is especially important during martial law.
The city administration adds that Kyiv is cooperating with international partners in the field of heating system modernisation. With the support of European institutions, programmes are being implemented to upgrade equipment, improve energy efficiency and create backup energy sources. These measures are intended to ensure the uninterrupted operation of critical facilities even under the most difficult conditions.
The mayor expressed confidence that thanks to the coordinated work of all services and the support of partners, Kyiv will successfully survive the winter, maintain stability and continue to move towards becoming a modern, energy-efficient European city.
